Obie,
What you say may be true in some locations, but watch the video below, it has examples of people who rebuild two and three times after storm surges destroyed their home. The premiums homeowners pay do not come close to covering the cost of the program, unfortunately.

P.S. I pay Federal taxes. Maybe I should have said “subsidized by this taxpayer in Puna”

What do they do in Japan? Lot more volcanoes, earthquakes and tsunamis than here.
They also have centuries more experience than we do.
ETA:
What’s going to happen if everyone on LZ1 and 2 just decide to write off their land and decide to no longer pay taxes on it. Would you be willing to keep paying taxes on land that now has “no value”?

Darryl had his lot on Craigslist while the lava was still flowing.Who knows someone may bite on it.There were unbuildable lots down along the ocean and people kept buying and selling them over and over.
Back in the 60's and 70's Vacationland was barren black lava.I have an aerial photo and it looked a lot like Kalapana does now.It is the best climate on the island for growing orchids and palms.

Wasn’t there a large rare palm nursery in Kapoho, about 13 acres total? I saw it listed for sale maybe 10 years ago, and it was quite a collection.

Yeah it was quite the place. My friend had a palm farm also. She was able to save a lot of her trees and has relocated.
Rozett's nursery help her save them.
Her husband had a 5 acre orchid farm.I think he is done.
Orchid farms could come back. They were mostly grown on tables under shade cloth.

Sure. They "just" need some roads.
