Sounds like the UH is being very clear what the current problem in the timeline of a legal decommissioning is. It may be ridiculous to have to go through these steps for 2-3 gallons of oil many years ago, but at least they are being very literal with the law.

If they don't tell people about the spill, then it is grounds for more legal issues with the process. Essentially, if they don't start jack-hammering the concrete (which is 'decommissioning') to find the extent of the spill, they can't make an informed decision about recommending the type of decommissioning process that would have the least impact. Weird catch-22.

I wonder how many gallons of arsenic the sugar cane companies used on the parts of Mauna Kea that actually contribute to the watershed. No doubt this hydraulic fluid will be the death of us all, while Waikea watches it happen and does nothing.
