What happened to public notifications ?

A few days ago there was a fatal accident just down the street from me in HPP.
Makuu was blocked for 4 hours and the public wasn't notified.

Today there is an ongoing standoff/hostage situation in Nanawale. It started about 6 hours ago.

Did Harry take the keys to Civil Defense when he left?

As of 7:15am today, Friday Jan 15, the situation is still ongoing in Nanawale and there is a police lock down in the area.

Entirely possible that there are some informal agreements which have evaporated. Things shouldn't work this way but ... the Big Island isn't exactly "first-world".

"Media Release
A 65-year-old Puna man was taken into custody without incident following a lengthy standoff resulting in neighbors being evacuated.

Today, January 15, 2021, at 11:34 am, police arrested Dean Hisao Jones for several offenses stemming from an incident in which he allegedly discharged a firearm fronting a residence on Plumeria Street in the Nanawale Subdivision yesterday afternoon. Responding officers learned that Jones entered a residence of a former acquaintance, with the firearm and barricaded himself there.

The department’s elite Special Response Team responded to the scene. Utilizing an armored vehicle, they confirmed the suspect’s presence within the residence, and negotiators initiated contact with Jones. He refused to exit the residence.

The homeowner, a 53-year-old female, eventually left the residence on her own and met with police detectives. She was not injured during the event.

Nearby residents were evacuated for safety, as the standoff lasted throughout the night and into this morning.

Around 11:30 a.m. today, negotiators continued their efforts until Jones subsequently exited the residence and was taken into custody without incident. He is being held in the police cellblock for first-degree reckless endangering, abuse of a family/household member, and first degree terroristic threatening. Additional charges are pending while detectives from the Area I Criminal Investigation Section continue the investigation.

Detectives executed a search warrant at the residence and recovered a firearm, ammunition, and drugs"

Getting Nixle alerts for lower Puna is rare. There have been examples in the recent past where H-130 is blocked due to an accident and no Nixle alert is issued while at the same time you get a Nixle alert for a new one-way system in Hilo or who won the recent HPD basketball match.
