I'll note that STEEL floor joists can be very bouncy. There's a quite a few steel framed houses (floors, walls, and ceilings) in Discovery Harbor, and when you are sitting on the couch, you can feel every step someone takes across the living room. Annoying.
I prefer slab floors.

If the floors are that bouncy then the problem is poor design or specifications. No reason except incompetence for a floor to be that loose... steel or wood. This type stuff is often the result ot shopping the lowest possible bid. You get what you pay for.
Assume the best and ask questions.

Could be. Same house got built must be 10+ times circa 2005-2006 in Discovery Harbor. Two versions, mirror imaged. Only stayed in one of them.
Steel DOES have material properties that make it more prone to such behavior. Springs are made of steel after all. Stress/strain curves, engineering, geeky stuff.
