Old blueprints transformation-need help,please!

Aloha,everyone!
I got the old (1998)blueprints for the house I'd like to build.My house is 782 sg ft,simple floor plan(a studio with the loft).I thought it would help a lot with the time for the architect and with the price also.To my great disappointment it will still be around $4000,which is to draft "from scratch".From what I heard,this is the max. price for the plans on the market.And my house is not big.
The other thing that surprised me,that the architect told me that the price for the drafting also depends on whether or not the plans go for bidding.
May be that what it costs..
Anyway,if someone knows a good specialist with standard price to make some small changes on the plans to get it ready for permitting,I would appreciate it.(The GC is going to take care of the permits) .
Just one thing:I read the old posts of punagirl about her ordeal with "not computer savvy" draftspeeson..I hope,that name wouldn't be on the list.I am not looking for a very cheap deal.Just reasonable.And I need the plans soon.

Wow! $4,000? That's in U.S. dollars and not yen? I am severely undercharging folks for drawing blueprints!

You could probably make the changes yourself. Have the plans copied on a printer and make the changes to a copy and then print that out.

Otherwise, send me an email hotzcatz@yahoo.com and perhaps I can help or give you some specific advice on how to fix the plans you've got.
