I haven't had scale on papayas, but did get an infestation in a some cycads (Sago type.)Is the scale hard or soft? Does it resemble mealy bugs?
Most hard scale can be controlled with oil sprays, with Volck type being commonly sold locally. Volck is petroleum based, but still less toxic than organophosphate based insecticides. The label says it is safe to use up to day of harvest. It worked on my sagos.

Thanks for your reply. This scale started on our Sagos then to the Papaya.
Will try Volck.

Hey we got that too - it has gone from our papayas to our plumerias. Any cure?
