I am looking for tickets for one kid and didnt see that one - we have HA Miles email and I checked their site about 5 times yesterday - when did the $399 pop up - it has been ranging from $230 to $283 or more...

A "surcharge" can be imposed on any ticket if the surcharge is in effect. Some airlines are reluctant to impose the current surcharge on already purchased tickets, but they can if they want. Surprisingly, several business travelers I know who had purchased advanced tickets with surcharges, received credits when they actually traveled and the surcharge was less or not in effect. I would ask the airline specifically.
