When you are wishing upon a star on a cloudy night, wishing that the clouds would go away, does that mean that your wish will not come true because of the clouds? I wish I knew.

I'm pretty sure your post is rhetorical, but here are my thoughts:

There is a saying:
Wish in one hand and piss in the other then see which one fills up first.

Crude as it is, this parable demonstrates that it is from your actions alone that your desires come true.
"Will" alone renders nothing, actions motivated by will can accomplish all within the realm of possibility.

First comes the dream. Don't mind the clouds. They are meant to be there and will eventually float on by. Admire their immensity, and the constellation of wishes they reveal as they pass over and away. They have their own mountains to climb. That bright star that has been revealed-- that's your wish winking back at you. It's there.

Actually Ed, your dream does eventually come true. The problem for you is that your wish that does eventually come true is your wish for the clearing of the clouds. The clouds don't clear away quickly as the wish effect is weakened by the very presence of the clouds. You are inadvertantly wasting your one alloted star wish on your desire for clearing skys. You need to be patient to get your desiered full strength wish. Wait for a cloud break while blanking any thought of the clouds from your mind. Then quickly make a wish at the first break in the cloud cover. On those cloudy nights, using a partner for a team effort can sometimes produce favorable results.
