Puna Councilwoman Emily Naeole has resurrected her proposal to allow people to live in tents while building a permitted home.
Naeole first introduced her temporary-structure bill last June, but then withdrew it a month later.
"I didn't feel like I had support," Naeole said Wednesday of her initial measure that no other lawmaker backed.
"I'm not afraid to take a chance," she said. "If it goes, it goes. If it don't go, (I'm) not going to cry."
