LOL. This is so true. We once saw a speed trap by the high school in Kea'au. There was one cop holding the speed gun, and his buddy was sitting in the passenger seat of his SUV. There were two other cops sitting there in another SUV doing nothing. It does not take four officers to run a one-gun speed trap. In most places they do it with a lone cop.

The CPO depends on what type of crime and where you are talking about. police departments in other areas (mainland) have more funding, better infrastructure and better training. if you want something to happen here you need to get involved. phone calls and complaining ain't gonna cut it. Making friends in your neighborhood is crucial, form your own watch group. Ask the police, any progress in Puna has come from groups of private citizens getting together. All these dogs tied up all over the island, basically being tortured never having walked anywhere their whole life, under the excuse of protection is pathetic and not a deterrent to those with a gun or poison. Alarms and cameras will help police do their job, a dog can't make a statement.
