How is the speed and reliability? Does it drop out often?

my modem has to be reset about every two weeks - never lost the TV but the DVR had to be reset once.

I heard recently that Oceanic Time Warner is somehow obliged to provide cable to areas where the population density is high enough. Does anyone happen to know more about this?
