"It’s not that President Obama and the Congress woke up one morning and agreed to craft policies that simultaneously promote and deter U.S. solar energy consumption. But that’s what Washington – with its meddling ethos and self-righteous politicians – has wrought: policies working at cross-purposes."

bottom line:
1) The retail price of solar panels in Hawaii will be increased by least 30% due "dumping" fears by your elected representatives in washington - buy em now -
2) Most incentives are written to be maximized by folks all ready on the grid tie. Rebates, tax breaks and credits not available to those in many if not all sates off grid - The very folks (including many right here at home) most in need of electricity.

This may come in handy for those looking into one of the China PV brands.
We are looking at bifacial panels, & I came across a US distributor for a China mfg. bifacial just this weekend. The US dealer had a UL listing on their product info page.
Today I went to the Manufacturer spec. website & there was no UL listing given on their spec. sheet, but there was a warning to their US customers, from last summer, about being aware that there are distributers offering their products at "unreasonably low prices". The warning is that these distributors may be dealing with illegal counterfeit products.
Still not sure if the distributor I was looking at has legal or illegal product, as they are almost 1/2 the other manufacturers price, but this has made us more aware that there could be some real troublesome issues...
