In other places there are people who offer B&K (bed and kitchen) where they offer the Bed part and supply an equiped kitchen where people can feed themselves. Any guesses on where these would fall on the spectrum of regulations in Hawaii?

All of the ones that submit a reasonable application are approved.

I have watched the Woodland Center (Longs) in Pahoa get green flagged while a smaller very reasonable special use application at Orchidland get thwarted and killed by unreasonable requirements.
Assume the best and ask questions.

I even heard a rumor wherein that developer offered to pay for a full intersection upgrade (traffic lights, etc) at Orchidland/130, but the powers that be said "nah."

Hmm. I wonder what happened to the old Pearl Bakery location?

It looks like everyone was opposed to this development.It would have created a new major intersection on what will some day be a 4 lane highway.

The applicants, Gerald and Wendy Yamada, have informed the Planning Department of that they are withdrawing their application for a Special Use Perrmit to allow for the development of a supermarket (KTA) and personal services commercial building on three lots on the NW corner of Auli’i Drive and Hwy. 130. Reasons cited for the withdrawl include lack of support by the Orchidland Community and the State Department of Transportation, Highways Division, and community input citing the inconsistency of the proposed project with the Puna CDP, most specifically the project location."

I wasn't referring to the Yamada proposal. A local family wanted to develop about an acre at the intersection. Across from the Wikiiki. Small market and real estate office. They were going to leave the Mac trees along the highway and the driveway would be on Orchidland. The county Planning Department (Leithead-Todd) required that they await a new traffic light at SHOWER DR... if and when the HDOT got that done. So they were shut down with the country requiring that they await someone else to do something 2 miles away.

But Longs/Woodland got a free pass.

Ah. I thought we were talking about the partially-completed project at the corner of Orchidland and 37th -- which I assumed was really approved, since "they" actually poured concrete and started putting up the shells.

At least they're consistent with this tactic: the new Pahoa strip-mall is required to wait for the roundabout, if and when HDOT gets that done (I have yet to see groundbreaking or even a few survey markers).
