Glad to see I can use puna Web again. To late about not throwing money at the lot. Already put over 20 grand in to it. Cleared back 1/2 acre, house pad gravel driveway, water well and I just got my septic system approved. When I mentioned helping salvaging my intent was not to steal if there is one thing I hate most is thieves because with my fishing company my biggest expense is theft. Since I last posted I had contacted my neighbor who owns the vacant lot next to me because he told me when we met that he found out who we were on the Internet same with all his other surrounding lot owners. So I got info from him on how to find contact info on the lot owner to see if I can get his permission to clean off his lot. I like the sign on my gate idea.

I see nothing wrong with putting in some buried spiked boards to puncture tires.
A camera would be wise too, or at least a sign suggesting there are cameras.
A spiked board isn't going to hurt anyone but tires and they deserve it. Of course, after the first puncture they would get wise.
It's obviously the same offenders, so you just need to step it up a bit.
I'd even go as far as to hire somebody to lay watch in the bushes with some bait out and bust them that way.
No need for violence, but getting caught in the act by someone with the force to hold them could solve your problem.
I think your best option is a camera right in the driveway with a sign. These guys drive by once a day at least and would be fairly easy to get them on film. This is your best option. The law can work for you believe it or not.

They haven't been back since they stole my gates maybe because they figure they need to lay low awhile. I know this because the day they stole my gates they went back to the scrap lot and there's a transmission lying on the ground on their trail and it's still there. I know that it has value so it's just a matter of time before they come back for it, it's been over 2 weeks now. I would enjoy being there and catching them when they come back for the tranny but have no idea when that would be and really don't feel like sitting for days or weeks waiting. How ever I did once in the past catch a teenager who was a car prowler and had him hog tied like a calf at a rodeo and had the cops come pick him up. He had 1 eye that was all blood red and tried to tell the cops I assaulted him but the cop said he was called to a house 2 nights before and he said he remembered that kid was there and he got in a fight and the cop told him he remembered his eye being like that. Cops got a good laugh when they showed up and seen him hog tied to one of my gill nets I had lying in my yard and that ended the car prowling.

I guess you could call that a "good catch". Ka thunk ( respects to Johnny Carsons rimshot). The guy I caught somehow had his fingers caught in the door frame of my truck when the cops showed up at my place. Got to see him in court later where he got two years for his rampage that ended with me.

I was talking to a neighbor and he gave me a description of the thieves and what they were driving. They're white 1 male 1 female and driving a beige station wagon. He said he saw them parked by my lot and we're adjusting the roof rack on top their station wagon. I was wondering how someone got those long 12 foot gates out of there because they're too long to put in the back of and pickup. I had to rent a flatbed truck to get them there but a station wagon makes sense because I used to own a pinto station wagon and used to tie 15 foot lodge pole logs to the roof racks. So I could see them tieing my 12 foot gates to their roof racks.

I'm thinking about building a storage shed do I need a permit for that?

In theory, there are no permit requirements for a "storage shed" (not used for "habitation") up to a certain size (which varies by zoning and applicable codes; some Ag uses may elect the more generous State codes in certain circumstances).
In practice, it depends on the neighbors, how much they can see, and what they're likely to complain about; while County does have technology that can identify new construction from aerial photos, they are only enforcing in "certain areas".
Technically, HPP is Ag (600sf "storage shed") and lots are 1 acre (smaller than required for State ag exemption), but it's also relatively developed (more likely neighbors will complain).
