I remember the Juneau Ak city video at an Illegal dumping spot. Some of them were older ladies with jobs.

This is a huge problem on Beach Road south of Honolulu landing. People dump trash bags full of household garbage, old tires, junk cars, appliances, etc. all along it. Tragically, that is one of the most beautiful roads in all of Hawaii. I think a lot of the dumping has more to do with a hostile attitude towards the community than an inability to make it to the county facility. Fortunately there are people who live on Beach Road and nearby who have a lot of class and pick up the miscreants trash while taking their own trash to the dump. If not for these good people that beautiful area would be totally trashed to third world levels in a few weeks.

yesterday at mt. view transfer, a county worker, going through trash with gloves, pulling out mail with addresses. he said it was dumped outside the gates while station was closed and they were going to start going after these folks with the littering law. good for them!!
