Police told West Hawaii Today they are leaving it to the individual officer’s discretion on whether to cite individuals for such reasons and so far, officers haven’t had cause to do so.

Some of them appear large, but police said whether any of those flags violate code depends on who’s considering it.

They’re following the lead of their mayor:

Hawaii News Now asked Kim if he was supportive of arrests to uphold the law. "Am I supportive? I guess that's a word you can use. Am I obligated to follow that? I guess so. The question is not whether I like it or not. There's many laws I don't like," he said.

Obligation, with discretion & personal preference. Maybe the police can add some flashing purple lights on top of their vehicles which mean, slow down, give me a minute, while I think about whether I should pull you over.
