I noticed a SUP application sign near Homestead road on the bypass (Farm and Garden Supply). I thought this was contradictory to the PCDP.

Subject property does NOT include frontage on Homestead Road, so they are definitely seeking a "driveway on the highway".
As the highway is a State road, permission to construct a driveway comes from the State, not County. Good thing we have a Community Development Plan...

I think this is the SUP being requested by the owners of Pahoa Feed. They need to move locations because the recent construction and bulldozing on surrounding parcels has altered the landscape and they get flooded every time it rains so after 20 years they need to leave.

Ironically, it's illegal to alter the flow of water where it enters/exits a property.

SPP 18-000199 goes before Planning Commission on Wednesday November 7, Aupuni Center Conference Room, 101 Pauahi Street, Hilo.
http://records.hawaiicounty.gov/Weblink/...Page1.aspx PCDP (final draft 032108, page 5-7) says "there should be no direct access or visibility from either Highway 11 or Highway 130", though it could be argued that this development falls outside the Pahoa Regional Town Center designation. Regulations aside, this driveway would be unsafe due to limited line-of-sight. |
