So let's see, we pay for cops involved in traffic accidents. And we pay cops for being fired for getting in fights. And we pay cops to catch criminals.
Hmmmmmmm. Might be cheaper just to pay the criminals not to steal from us.
Something of this sort works in some countries with heavy organized crime. Every one makes monthly payments. The crime leaders very effectively ensure there is no problem in the community with predatory crime like mugging and theft. Not much of a recidivism rate. Muggers and thieves customarily get but one warning....
