Improved exit from lower Puna to Makuu

I read that the lower road through Puna from the corner of Highway 137 and 132 would be improved to Makuu in HPP to assist with ingress and egress. Does anyone know if this means paving to county standards or something else?

They just resurfaced Government Beach Road between four corners and Hawaiian Shores.
I don't know if they have worked on the road beyond Hawaiian Shores to Makuu.
Kahakai Blvd takes you back up to Pahoa.
