I seem to recall "new pavement in Shipman Industrial" as an item on some list of County projects.
IMHO those roads should be private, and paid for by the resident businesses. If they're public, then they should provide an alternate route by connecting through to Shipman Park, so that the public actually gets some benefit from paying to maintain them.

I think every road on the island should be public. Private roads, and the humbug they create, are what helps to keep the county from addressing issues that are clearly their kuleana. If we required the county to keep and maintain an island wide road system we'd be a lot further along towards outgrowing our third world mentality.

I moved where I am (5 miles off a public raod) because I want to live on a private road. Don't move to a private road area and demand it become public, moving to a place with a dirt road and demanding pavement, etc - thats worse than moving by an airport and complaining about airplane noise. Good enough but less than perfect roads is ideal for keeping traffic down.
As for left-over material, I don't believe in just taking - but it sounds like a way the county could help a lot of private roads - making material available to road associations with small budgets. Giving it to shipman who could afford it is just the normal backward county "logic", not sure if its true but would not be less than I'd expect - county seems quite corrupt - really don't want them taking care of the road by my house.

Most "privately owned" roads are also "open to the public".
People who live on those roads pay their share of FTR and receive no maintenance "near their house".
I don't want the full pavement/striping/reflectors/signs, I just want a little grading/gravel and some occasional vegetation trimming. Unfortunately, "the rules" prevent County from making any contribution to any private road.
They did raise the fuel tax, though.

When everyones favorite nag that lives in Hawaiian Acres found out about that, she went to the DOT and told them that it was illegal to give that federally funded material for private roads.
I noticed she doesn't post on PW anymore.
I was hoping she moved. Guess not. Hee-haw!
