Fletch again. I meant to ask this question on the building site. Are building permits transferable on the BI. If a property is purchased with an already permitted project can the purchaser transfer over the existing permit. If so is it a nightmare or fairly simple. Mahalo

Yes, building permits are transferable. Its actually pretty easy. Just be careful of those cases where the house is actually pretty complete and the seller wants to transfer it to a new owner prior to close (so the new owner can final it). I've seen cases where an investigation is launched to see if the seller is trying to illegally circumvent the "owner-builder" law.
