On my permit the roof overhangs and 2nd floor cantilever (4') were not counted. The setback was calc'd from the footing of the house. This is one of those areas where it can matter who you talk to at the planning department so it is best to read up on the set back codes and be prepared to cite code if inches or feet matter a great deal.

Are you asking how the setbacks are measured or if you can have roof overhangs in the setback area? You can have your roofline encroach a little bit into your setback area. I think it is two feet, but check the code for specifics. Otherwise, the setback is measured from the property line. A typical small lot would have a ten foot setback front and rear and five feet on the sides. Larger lots have larger setbacks. Ask the planning department for the specifics on your lot.

IME(*) - Everything must be at least 5' from property line (septics, cesspools, fencing over 4' high, overhangs, etc) but may be in setbacks. Sometimes (depending on who you are talking to at planning) they say stairs have to be 6' from line.
