export license for plants from hawaii

does anyone know whats involved with ing a commercial shipping license/certificate plants, if someone was interested in starting an export business?

If you just wanted to mail away a few plants to see how it goes, you can take the plants and the boxes they are going to be mailed away in down to the State Inspection office around the corner from Tyke's Laundry in Hilo. It is a free inspection and doesn't take very long.
