I'm concerned about this statement. It could be taken to read that Ms. Naeole-Beason is accepting money from outside her Council budget to conduct Council business.

If so, would she be heading for another ethics investigation?

It might refer to the fact that at least one of her Washington DC trips was financed by a private party. But Sherrill Watson might have referred to something else.
Assume the best and ask questions.
