i think you called it, neither want you to build... they have theirs... and think they can scare you off. nothing grows that fast if you bought in january. the only one with a potential lawsuit is you if they trespassed and cut your trees. a friend of mine cut a neighbors banana plant (not a tree mind you, a plant) and the court awarded him 2500$. i would spend the 200 bucks and have a nice hawaiian lawyer write them a little note hoping their harassment ends and that if they destroyed any of your property it will be resolved through his office. it is a real shame that is your introduction to hawaii but i fought my own neighbor wars and it is never pleasant. start thinking immediately of a nice solid fence and fast growing plants on your side... so sorry for your grief....
