I would not read to much into this. The study was very small, the exposure levels very high and there does not seem to have been much in the way of control of outside influences. Biological systems are so complex that it is rare that any useful data can be obtained without years of study involving large populations. If this study can be replicated using a larger population and better controls it might be something to be concerned about.
No matter how thin you slice it, its still balony.

"Editorial note: A Dutch agency that looks into the health effects of electromagnetic radiation issued a statement that the results of the research described in this story were unconfirmed. "Based on the information now available [it] can not be concluded that the Wi-Fi radio signals leads to damage to trees or other plants," it said, according to a Google translation."
That statement is at the top of the article.

I call BS. It's based solely on a university press release (translation: http://translate.google.com/translate?js=n&prev=_t&hl=en&ie=UTF-8&layout=2&eotf=1&sl=nl&tl=en&u=http%3A%2F%2Fwww.wageningenuniversity.nl%2FNL%2Fnieuwsagenda%2Fnieuws%2FBomen101120.htm&act=url), which are notorious for distorting scientific results. There's no link to the actual study. Here's an earlier report on the damage (in Dutch), though as far as I can tell it doesn't say anything about the causes: http://edepot.wur.nl/5776
