Canine Health issues

I've noticed on the under side of my dogs around their genitals what appears to be either "splinter", or "blackheads" lodged in the worst spots on my animals. But upon closer inspection, I'm still not sure what it is!? Some of these black spots I am able to "squeeze" out of infested area. But a lot of them won't budge. Some of these spots become red too!

Does anybody know what I'm dealing with?

Not positive, but it sounds like canine folliculitis, possibly follicular casts from demodicosis links:
