hawaii ranks in the top 20 always and has been < 10 before.
Imagine the clout of the Puna District if every resident was counted!
this is laughable. yeah about as much sway as waianae, except the homes here are worth half as much.

The census pre 16th amendment was for the purpose of enumeration and direct taxation per capita. the (UNratified) 16th amendment changed that and removed the census/taxation component (or shall we say blurred it a lot)
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration
the 14th amendment cleared up who people are "According to the government" because prior to that all you constitution lovers, only land owning white men were counted.
either way the 4th amendment has not been over removed (officially), hence no need to talk to anyone from the government.

The 16th amendment has been ratified by 42 states. It doesn't have to be a unanimous vote.

If you mean "According to what some old guys in black robes decided" then yes. The real answer is no
Kentucky, Oklahoma, Texas, and Louisiana. Look at those 4 states issues with ratification. without those 4 the count is down.

I see. When you say "UNratified", you mean it's actually ratified, just not in your make-believe world.
