"For example, I have had people ask me what I thought about toxins at Pohakuloa. I hate 'em. Period. Can I, as a Council member, expect to get the U.S. Army to do the right thing there? While I never say never, there is no reason I should expect to. Instead of using my time and the County's money doing that, I'd rather try to deal with what I am confident a Council member can do something about and that no body else is going to do anything about,....."

I agree that time and effort should not be wasted, however if enough people come forward with concerns about DU or whatever, as a "representative" I would hope James that you or any other council person would be a voice of the people you represent, whether or not you think anyone is going to listen. As LeeE pointed out, expressing and addressing the concerns of the people is a must if we're to call this any kind of a democracy.

My door and my mind will always be open.
As is my nature, I will welcome any and all ideas, and consider all concerns.
This respect also extends to my wanting to be sure I do not engender the confusion, unrealistic expectations, and frustration on the part of the public which I have witnessed happening when the Council has made a big hoopla about something over which they are clearly unable to make a difference.

James, it does seem you'll put the peoples' interests above your own, unlike the dishonest self-interest last June when the mayor's power block on the council violated our sunshine laws. It also seems you sidestep ideas by saying you'd rather deal with something the council can control. Honesty is important but so is courage. Let me recommend you raise your sights beyond what you know you can control. This community is so unique and uniquely situated to effect a much larger sphere. Like rasman says, "Often world changes begin in a tiny community."

In July 2008, the council passed Resolution 639-08 requiring the army to comply with eight steps to halt the spread of DU contamination. Do you feel the county should follow up on this bold action by checking whether the army complied and if it didn't then pass a stronger resolution, perhaps with restrictions against new facilities in Puna? Did I read that a few months ago the mayor praised a proposed $50 million national guard establishment in Puna? No doubt the dollar signs prevented him from wondering about the purpose of national guard in east Hawaii. Isn't it clear by now that the people are the intended enemy that the military is being trained to suppress? The minions in govt going along with military/globalist/bankster plans so they can get federal handouts and corporate paybacks, have either no clue or no soul. They need to throw away their TVs now and renew their connections to reality and to spirit.

My focus is on what the County government has statutory responsibility for and statutory authority to do.
Resolutions are not legally binding. A resolution by the County Council has zero legally binding "restrictions".

Any Council member who wants the Council to waste its time, staff, and monetary resources on issues where the County has zero statutory responsibility and authority is in fact "dodging" issues on which something can be done. That is the point I originally made: hoopla over something the Council has zero tangible impact on serves to distract public attention from failure to address issues over which the Council does have, sometimes sole, responsibility and authority for.

Are saying that the people of this county can have absolutely no influence on whether or not a national guard unit is stationed in Puna?

If I can have some influence I would be happy to have a National Guard unit in Puna but I think that the Ntl. Guard improvements are intended for Hilo. Maybe I'm wrong.

I'm not sure either. I thought maybe it was intended for the Kulani site. In any case, Rob, there's only one reason for national guard in east Hawaii, and it's not a good one. Do martial law, forced vaccination, sadomasocism, and gun confiscationm all sound good to you now that we're all saying good-bye to the early american idea of liberty because we'd rather have federal reserve notes?

I think you are unclear on the concept of the National Guard. In a hurricane recovery years ago i was on a city crew and we were all very grateful for the presence and assistance of the National Guarg and the resources they had available.

I think that the last time martial law was declared might have been during the Civil Rights Era. No one is forcing vaccinations on anyone or confiscating guns.

The founding fathers placed the 2nd amendment in the Constitution which said that "A well regulated militia"......think of the National Guard as our well regulated militia. They are volunteers who come from our neighborhoods, receive education and training and are primary responders in a national emergency.

So yes, I would be well disposed to a National Guard unit in Puna or Hilo.

Could not say it better myself!

Resolutions are non binding, meaning they can be taken under advisement by the recipients of the resolution, or it can be tossed in the trash can after being used to pick up after the dog, which is common. Nothing the County Council passes that is not specifically within their jurisdiction and under their authority is just an expression and means nothing. Unless it is a County Resolution pertaining to the County administration, all these other Resolution cost taxpayers money and distract from the business of the county.

Don't get caught up in what's written in a resolution. Get caught up on what that resolution will accomplish. 90% of the time is means nothing and accomplishes nothing. Talk about a waste of time and money.
