OK, let's take a deep breath and get some perspective. First, I can tell you as chairman of the HPP Neighborhood Watch that Steven has done his homework and has formed a Block Watch. He first attended a number of meetings to get grounded before taking the step of canvassing his area door to door and forming a localized group. He walks the walk and doesn't just talk.
Next, it should be noted that the number of burglaries in HPP is currently pretty much in ratio to our percentage of the Puna population. A year and a half ago, the numbers were roughly twice to two and a half times what might be expected for our population, and they have gradually moved to where they stand now. We don't publish those ratios currently because we are waiting for the new census information to refine our stats, but I have consistently reported them to the HPPOA Board and to the Neighborhood Watch members.
So, while HPP is not a festering cesspit of crime, we still think there is too much. Our goal is zero. You may think that is unrealistic, but it is the only acceptable goal, because no crime is acceptable.
Meanwhile, people like Steven are making a difference.

Seems to me that all of the non-interrupted roads throughout HPP invite theives to cruise freely. Perhaps a smattering of blocked streets, scattered randomly might help with this attractiveness.

Jerry, there are a lot of folks out there who are also vigilant in keeping their areas safe and don't necessarily care to 'join' a group / attend meeting in order to do whats needed. AND > don't want you guys coming to the door Jehovah Witness/census taker style either. Please tell your guys to respect our privacy and heed posted signs.
Know your area, pay attention and go with your gut if something seems out of place .. EVERYTIME.

It is true I have a great deal left to learn; part of the reason I value Punaweb and Neighborhood Watch is because of how useful they are to me in continuing to learn.
Seems to me that in general the folks who participate in discussions with Punaweb and Neighborhood Watch are for the most part on the same team as regards furthering the best interests of community. Differences of perspective and opinion are to be expected, yet the common bond is in seeing Puna be a healthy and pleasant place (however one may define such).

Not being an extrovert myself, I sympathize with those who lack enthusiasm for joining groups like Neighborhood Watch. Even so, there are all sorts of tremendously effective actions possible by a coordinated group of neighbors which just cannot happen when people live in the proverbial side-by-side caves with almost zero communication between one and the next. Jerry can give some great examples of positive things which have happened in HPP with neighbors assisting each other thanks to such organization.
Going door to door inviting neighbors to an organizational get-together for the Neighborhood Watch orientation is one of my least favorite activities, yet people have been quite pleasant; I stop at the road or gate and do not set foot on the driveway if a place is posted (leaving an invitation note in the newspaper box or on a gatepost, if such is possible, so nobody in the neighborhood is excluded from a neighborhood event yet folks' privacy is respected). Despite my initial anxiety about going around the neighborhood I discovered a number of people were very glad someone was doing so and were glad to be in better communication with their neighbors. This has led to some pleasant friendships. Along with the dogs who run alongside in their yards barking when I ride my bike on Neighborhood Watch patrols, a few very elderly folks seem very glad to see me, smiling and waving.

I hope you respect barking dogs behind closed gates, even if there is no sign up. There are liability reasons that keep some of us from posting beware of dog signs, but no one is safe letting themselves through our gate unattended by a member of our family. This is the case with many dogs here. Our dogs view their only job as protecting our lot from intruders, I wouldn't want anyone to get hurt trying to do the NW meet and greet.
At our house, just park and honk twice, then wait for someone to come to the gate. This is pretty standard rural protocol for entering properties.
The NW is great in HPP, not intrusive but helpful.

Pog, we don't canvas areas unless we have direct information from a homeowner (often more than one) that it would be welcome and that there will be people from the area willing to do it. There usually has been informal discussion among the neighbors before we organize, and 95% of the canvassing is done by residents of the immediate area who are generally known (at least by sight) to the residents. As Steven has noted, we respect people's privacy by not approaching homes with closed gates or "no trespassing/no solicitation" signs.
We fully realize that not everyone wants to join a group, but it has been well established nation wide that having a visible, cohesive, and consistent program in place works. The best way to do that is through group effort. Another bonus to having the group approach is the fact that when problems are internal to the area, one person isn't standing up and potentially taking the heat alone. Safety in numbers is a big deal.

You have vicious dogs running loose on your property and and no warning signs ?
I have never heard of your rural protocol either.
I am glad that I spend half of the year in a rural county on the mainland where people train their dogs to protect when ordered and be friendly when there is no threat.
Your dogs should be euthanized !!

Are you really that clueless? As well as any dog is trained, they are protective and territorial by nature. Anyone entering a closed gate where dogs are confined and no owner is present is a fool!

Jerry, I think I have seen you guys walking on "patrol" and think this part is pretty *explicative* useless. Like a bunch of Barney Fifes with plastic badges. Sorry bra, NOT an attack or put down so no need to respond as offended .. This is MY OPINION. Might make the old folks feel better but the REAL deal is being there when it goes down and having the balls to confront and stop things.
