Just got back today, saw the post, sent it off and keep the thread up there. The subdivision residents need support if only for simple equity and there are other reasons. Writing up the message also made me think about the private roads a lot more. I'm going to guess that there will be complications down the road, like "things never go as expected."

So a developer could form a private non-profit road maintenance corporation in addition to any community or home owners association for their private roads in their development and seek money from the Fuel Tax Revenue? Talk about being in the pockets of developers and speculators! I say go for it. Do you know how easy it will be to attract investors to these new communities when they can reduce monthly cost because taxpayers are ponying up the money for future road maintenance?

Well the details of the program will be defined by an upcoming Council Ad Hoc Committee, likely to be set up in March.

It has been discussed that the funds cannot be used for the creation of new roads. Any new subdivisions would be subject to current improvement requirements which have expensive demands for roads, water, etc.

So I think your supposition is interesting but incorrect. But I love the way you think Bob.

Well Rob, you have a lot more faith in government than I have.

The State law wouldn't place any such restriction of the use of FTR. So it will be up to the County. Odds are the requirements won't be in the County Charter but in the County Code. The County Code is subject to the whims of the Council[:p] and Mayor[:o)].

I don’t need to remind you of this, but you may want to adopt the slogan: "Remember the 2% Land Fund"[Wink]

I actually do have faith in the current council. If the FTR proposal can get off the ground and prove effective, like the 2% Land Fund it can be introduced into the charter.

These things take time. Nothing has happened on this for decades. We are approaching two years on this path now. If it takes another two years to prove or disprove its merit that will actually be kinda quick.

I have today received information to the effect that in 1953 laws were passed requiring any new subdivisions to have county standard roads. I am seeking a copy of this to verify. If true it would raise the question of just what the hell happened in 1959?

This all still has a lot of room to play. The FTR proposal is moving in a direction that might just serve Puna better than it has been served to date. That is what I am working toward.... and I don't live in a private subdivision.
