Not sure if this should be here or in building but here goes. Does a green house require a building permit?

Yes. Unless perhaps if it is less than 120 SF and less than 6' in height. There are tons of unpermitted greenhouses/screenhouses/shadehouses around that are very unlikely to be busted.
Assume the best and ask questions.
