Doesn't make sense to pave roads from the top down. Makes more sense to pave every 4th to 8th by lottery. Barricade at mid points roads that have not been paved.
I do agree with your assesment re the voting.

I agree with DanielP on it not making sense paving roads from the top down. The supposed reason for doing this is because of "dust issues". Most of the dust issues are in lower hpp where there is less rainfall. We should be paving from the bottom up.

Seems like there is a pretty low level of trust with the HPP Board. Judging by the level of community participation at last meeting I would have to say the proposed special assessment is pretty much dead.
I think what is needed now is a written plan about how the board intends to proceed. Specify priorities, anticipated timelines, and intentions about which roads will be paved and in what order and which roads will never be paved.
Personally, I don't mind living on an unpaved road that is well maintained, but I think there is a lot of uncertainty about what the road maintenance practices are. At last general meeting various people had different blame for different sub base, particle sizes, and even source of the rock. I think a written plan with some sort of method for comments and discussion might help clarify the intentions of the board and maintenance crew.

So if the state fines and forces the HOA into bankruptcy does the state/county then put liens on the individual properties for the cost of fines/paving? Last time I was at the property tax lien sales I noticed a number of properties didn't get bid on, curious if this will just stick the county with a bunch of undeveloped lots with not way to recoup cash. I've noticed at the tax sales that the fees assessed by the county are increasing, and coupled with the decrease in property values the gap between tax sale amount and just buying it on the market is getting closer (especially on undeveloped parcels).

I would hazard a guess (please correct me if Im wrong) that a court appointed entity would take over collection of payments for the 12 million dollar loan. With regard to dust fines from the state...I don't think they could fine anyone because we'd no longer be an association. It would probably get thrown on the county's lap even though they dont want it. And the county would be forced to fix the problem...which means higher taxes for all to pay for it.

give the board the power they need to get their job done. once things start moving along, then see how much community interest there is. i bet it would skyrocket. then let the democratic process do it's job.

Its not a democracy its a serfdom. 1 vote per lot. an offshore developer holding a bunch of lots can out vote a room full permanent full time residents

I can't speak for bluesboy, but have had a lot of experience with volunteer non-profit boards and have found a few different models.

There's the board that after elected, acts as kind of a benevolent monarchy, does what it thinks is best for the group, and deals with some grumbling because not everyone wants the same thing. If the opposing members of the group can muster enough support; this board is then voted out and replaced by opposition members.

Then there's the more purely democratic board; They listen to all the varying ideas from the group, won't act autonomously because there's never a unified opinion, don't actually get much done, and are eventually voted out because of their ineffectiveness.

Finally there's the ideal board; They listen to all the diverse ideas, craft policy that pleases everyone, complete all projects ahead of schedule and under budget, and are eventually voted out because they are a wild fantasy of the imagination and are replaced by one of the first two models.
