What happens if EPA mandates DMV to annual emission checks along with the safety check? Any guess on fees and fines then?

I'm sure any increase will be "modest", and only cost the "average" person another "few dollars a month". (This must be universally true of all tax/fee increases, because they say this exact thing every single time...) I lived in a state with emissions check; both the registration and inspection were less expensive than Hawaii, so it's not clear where the money is actually going here, especially considering that County is "not responsible" for so many miles of road.
