Somewhat?? They catch you with a handgun and I bet you'll do time, unless you have a CWP. But we know that no one really can get one of those don't we? Unless you are maybe a politician or??

H.R. 218 but it should be an option for all law abiding citizens. Someone will eventually challenge Hawaii's refusal to issue one day and it will become possible for civilians, especially now that Illinois has been resolved. I'm sure it will remain difficult. I'm not trying to hijack this thread so I won't further respond on the gun topic here.

I have used pepper spray [small hand held spray] on multiple attacking dogs and it works EXACTLY as I described.

However if want the uber pepper blaster that wont be affected by wind check out the KIMBER pepper blaster II. Very effective. I just used a small handheld and it worked great but the Kimber looks awesome.

vampire, good possibility but it's only good for 2 blasts! If I planned to use that on my daily walk dealing with dogs, I would spend hundreds monthly for protection. But for sure, that product would be great for home protection! I have used an air horn on aggressive dogs and so far it has worked 100% of the time. And my walking stick can be used as back-up[Big Grin].

I do dog agility with my dogs and spend a lot of time watching training videos. A recent one regarding vicious dogs suggested contacting an uncooperative person's insurance company and file a claim. Unlike the police, insurance companies are very quick to follow up on vicious dogs--they do not want to face a potential million dollar claim. If they are renters, contact the owners insurance company.

Next question: would an uncooperative dog-owner give you his/her insurance company information?
I imagine most people don't have insurance except house content if they are renters. And how many home owners have umbrella clauses? Hmmmmmmmm

Just want to point out there has been a spike in spear gun sales wanted and for sale ads lately after the incident where someone was shot with one.

It is legal to walk down a street carrying a diving speargun because the law specifically considers that a fishing implement, although it would make an OUTSTANDING self defense weapon against a large dog.

Spearguns do not require a permit, are inexpensive, lightweight [you could setup a sling], and if you shoot a large charging attacking dog with one, chances are no case will get filed. DO NOT point it or use it on a human being! An uncontrolled attacking dog is another matter. Take some practice shots before you carry it around.

So if you are truly living in fear of your neighbors dog, in order to stay safe, you could choose to walk with a couple Kimber Pepper blasters, a couple normal standard pepper sprays, sling a speargun over your shoulder, and thereby be protected and stay within the law, without carrying a firearm. You COULD apply for a carry permit for a firearm, though one has not been approved in 10 years I think. Some postmortem pictures of the dead animals victims and the charging Pit Bull included in your application may convince a chief of Police to deal with the uncontrolled dog instead of granting your permit. Just march down to the police station and fill out the application, and ask to inform the watch commander if he deals with the uncontrolled Pit Bull, you will withdraw the application.

BE SAFE and don't use any defensive weapon unless you have absolutely no other choice.

Insurance may be a matter of public record with the county and if it is not, you could file a small claims case and subpeona dues Tecum [get the papers] to get insurance documents.
