Well if they have plenty of money for helicopters then by all means a new way of travel could be in order?. Large baskets similar to air ballons could attach to helicopters and transport dozens at a time if needed. Also these can be used to haul goods to the stores or shelters for gas may be hard to get or to expensive, depending on the nature of disaster. Also options like bikes or mopeds can be waiting on both sides of the flow if the helicopters need shorter distances to fly?. I realize the flow is coming, but it is trickling at the present time. There was a larger volume of lava going down the pali to Kalapana for the last 4 years than there is going NE Currently. I can only wonder where is Kiluea storing this extra lava right now, and if she lets out that old volume amount again, Where?. We may get another eruption or fissure break out before to long. The current lava tube is a couple miles long but it seems small in width, could bombing ordinances change its path from the crater?. OR pick an area a mile or two down the tubed area and drop continues ocean water to stall or alter the direction?.

Pahoated, you bring up some very good points about better distribution of 56 million. Also thought the same way about the Kapoho flow. 1924 I believe had a pretty good size eruption in Kapoho, Then again in 1960, Here we are 50 years later?. Has there been any other vents besides Kapoho's spit lava on the east side since say 1924?. And can this current lava tube being used from Puu'o start connecting to past tubes in that area?. This could change things in a hurry?.

It's a time honored tradition. People have been living next to volcanos as long as there have been people. Millions have lived in the shadow of volcanos and still do, not only in Hawaii, but Japan, Italy, etc.
Every 100 years or so there is a Krakatoa or a Mt St Helens, but those events are similar to when people freeze to death in the north (but still live there), die of tropical diseases in Africa (but still live there....

Some people do end up here without knowing the risks. We lived in a furnished apt. in Orchidland with a couple who living in the upstairs apartment while they built a house. One day there was a pretty good earthquake and we all rushed outside. The wife wanted to know how often there were earthquakes here and when we explained that Hawaii is one of the most seismicly active places in the world because of the volcanoes she then made it clear she had no idea she was living on a live volcano. Her husband knew, but just hadn't told her.

I knew it was a volcano when I moved here.
I just didn't realize I would be living in such an underserved area -- lack of broadband is one thing, but no alternate route, no emergency plan?
Over on Kona-side they have a lovely new all-concrete road that connects two shopping centers -- it's an incredibly apt example of County priorities.

There is a plan - it is to reconnect Lower Puna to the Chain of Craters Road for access into and out of Lower Puna through HVNP. However, there is no reason to construct that road until it is clear that it is needed - especially across the recently covered Puna - Volcano road since it could very possibly be covered again before it's needed.
Maybe not the perfect solution - but "you knew it was a volcano when you moved here"...

How many who live here now have ever lived in an unincorporated, county only serviced area?
How many who moved here paid the county property taxes we pay here?
IF you are expecting any of the service you received living in an incorporated (esp. an incorporated city area), with higher property taxes...well, I would say that you may have moved here unprepared for living in an unincorporated area with a low tax rate...
(we moved from an area that was an unincorporated county area with ten times the tax rate and far less county services, we paid for most everything - call the police or fire dept - those were city services, so we paid for the response - heck, we even had toll roads!)
one thing we did receive from that high tax rate were exceptional schools (we have no kids!) but our taxes were still 4 times the rate here if you took off the school tax....so we expected far less services & are still amazed at the services (FREE!) that this county does supply, for the tax rate we pay....
