here's the actual sentence, that you pulled out of context. it is not forming uphill from Puu Oo, it is in Puu Oo.

Leilani and Nanawale are Lava Zone 1 mostly because they are built right on the rift zone. At any time a new vent could open up along that rift zone. Lava zone 2 is adjacent to LZ1 and downhill from it. Both of these zones have had approx. 20% coverage by lava in the last 200 years (basically since they started being recorded). The Kahauale'a II flow is currently flowing through forest reserve land that is curiously in Lava Zone 3. Based on the topography, I'd suspect that Leilani and Nanawale are both safer than Pahoa, Beaches or HPP from this current flow.

Most web sites (real estate oriented) say zone 2, but according to one USGS page:
"There are also residential neighborhoods within Lava Flow Hazard Zone 1 in the lower east rift zone of Kilauea volcano. All of Leilani Estates, Lanipuna Gardens, and parts of Vacationland Hawaii and Nanawale Estates are within Zone 1."
I interpret this to be saying that only part of Nanawale is zone 1. Not that it makes that big of a difference.

Without having to depend on quick response from the county, 4 wheel drive vehicle w/ clearance, and off road all terrain or bikes would be a good personal investment.
Found this video, this guy is daring though, by how close he goes to the cliff side, looks like an accident waiting to happen.
