As a lifelong Hawn fisherman for most of my 65 years, my experience is that nearshore fish stocks are in trouble and need help. I support bans of gill nets, night spearing, and commercial harvest in this fragile ecozone as better solutions for recovery of the resource.

Licensing in HI is indeed a sensitive issue. However, I have also experienced the robust fisheries in 4 mainland states supported by licensing revenue, and in fact most of my fishing time is allocated to mainland vacations. Still, I consider controlling overharvest a necessary first step.

No worries, You wont need a license if NOAA maps the big island into monk seal habitat. the only way to go near the ocean will be to fly somewhere else
