As a lifelong Hawn fisherman for most of my 65 years, my experience is that nearshore fish stocks are in trouble and need help. I support bans of gill nets, night spearing, and commercial harvest in this fragile ecozone as better solutions for recovery of the resource.
Licensing in HI is indeed a sensitive issue. However, I have also experienced the robust fisheries in 4 mainland states supported by licensing revenue, and in fact most of my fishing time is allocated to mainland vacations. Still, I consider controlling overharvest a necessary first step.
