The county would need to establish Memoranda of Understanding between community associations or create easements to fully implement the connectivity plan.

Ah, but which association? The "real" one?

Estimates for project costs vary from $107,000 to $6.5 million, the latter including all three projects

The original CERS report identifies 12 "Connectivity Locations", but apparently only Fern Acres is actually being considered.

As usual, there's bond money for parks, but not for roads (to reach the parks with).

Another meaningless gesture to fool the peasants into thinking things will change. At least this one didn't, to my knowledge, involve an expensive study by outside consultants . . . so far.

That would be the UPPER Puna Connectivity Plan. Those suckers down makai side are on their own!
