When I was in the Army it was tradition to toss your boots over the wire on your day of discharge... There can be many reasons why someone did it. I wouldn't assume a pair of sneakers are necessarily gang sign on their own. Maybe some graffiti or other activity to corroborate. But I do agree that if gangs are trying to get a foot-in-the-door there now would be the time to slam that door before it's too late.

The people who come over to work at PGV toss their work boots over the wires at the entrance to PGV when they go back to the mainland.
I have seen up to 6 pairs at times when they were drilling new wells. It's an urban legend that this indicates drug or gang activity.

You can find many situations where it DOES mean gang activity. As well as many times it doesn't. So... either way, why don't we find a SOLUTION to taking them down ?

My god people, where is the logistical need for a cartel to take over the Big Island, where are they going to go lol even if Every single inhabitant of the big island did crack it still would not be viable and also, who are they going to sell to, are they going to take EBT or food stamps? everyone is broke and rich people rarely do crack this is just plain stupid. Not for nothing Protoss but the majority of gang activity is where people are broke and on EBT., so that argument doesn't make any sense.
