I would hire Tiffany. While no one's perfect, she is a passionate fighter with Puna's interests at heart. I know this from following her blog for so long. Danny seems like a good candidate, but I simply don't know him as well.

What relevance is being an Atheist?
My understanding is that "that guy" doesn't live in Seaview at all and is not a D5 candidate om top of it.
