This is really surprising to me. One, I thought the money for this is gone, as it got used for building evacuation roads. Two, as long as lava is flowing northeast from Pu'u O'o - even if currently far from town - it doesn't make much sense to spend TWENTY MILLION on something that's not going to generate any revenue.
