This really sums up the whole subject perfectly. The protesters have been shown that there are no real consequences to having broken the law. The TMT organization should sue the state if this continues.

The protestors have already crossed a line in the sand cinder.
The solution is not to step back and draw another line in the cinder.
County police or DNLR officers have the authority to enforce existing laws and make arrests, if necessary. If the protestors are using non-violent civil disobedience, what could the National Guard possibly do that local law enforcement isn't already capable of doing?

the proposed rules are full of terminology that will, if passed, end up in litigation.
I believe this is exactly the point. Think "lawyers" and "revolving door".

...Astronomers finally want to build that 'proper house', but they just can't seem to get past that permit process... Maybe 1.4 b was too cheap, should have figured more like 3b.

closing the visitor center is a bigger mistake than would be calling out the National Guard, really?
anyway, the only benefit of the doubt i can come up with in regard to the proposed restrictions to Mauna Kea access is that someone back there is figuring that these additional restrictions will in some way or another afford a strategic advantage in dealing with the illegal actions of the protestors (eventually...one of these days...finally).
if anyone calls BS on that notion, i have a mind to agree! ...i just try to put myself in the place of having to deal with activists salivating for a chance to play act being war crimes victims at the hands of tyrannical law enforcement storm troopers representing a US Empire illegally occupying and desecrating sacred indigenous lands.
