That proposal looks to me, moreover, an attempt to stop loud cars. Bangers who'll rattle your house with their bass set up, driving by, or in the parks etc. It covers several areas but,, me tinks it's a banger target. "Catch me if you can", a moving target in parking lots and streets that can be very annoying.
And it's not simply going after autos, ya got possession clauses for equipment.. That possession point could let them take just about any sound device. Got 50W surround sound, turned up while watching a movie? go to jail, lol. Or maybe ya got the neighbor from hell nearby who knows you got sound equipment, cops don't need to hear it, just insist on search procedures so, harassment gets the go to jail card too! LOL
Back to the drawing board.

That "proposal" going after cars is not a proposal, that is the current county ordinance that has been in place for several years now.

If they don't bother to bust the monster truck tire gang that is not only loud but dangerous... I doubt they are gonna bust the bass heads. Not enough cops to enforce every rule on the books.
If they can't figure out how to bust or won't bust the protecters on the mountain, I doubt they are gonna bust jimmy for uncapping his moped. You people are living in a dream world.

Actually, this is where the county council begins a several month process to establish new ordinances that they can't enforce and are already defined by state law. This several month effort will be extorted from the county council by crazy people from south Puna threatening they will go even crazier if the noise in their skulls doesn't stop ringing and sending messages they have to pull harder on their meth pipes. This will be supported with long testimony sessions where these crazy people ramble on and on, get warned about their 3 minute limit, usually ending by them saying they don't know what they are doing there anyway, because the county government sucks and is worthless. The county council will do a collective gasp and pass the ordinance just to prove the testifiers wrong. And so it goes. Around and around, the merry carousel with calliope music. Then, somebody will object that the calliope music is violating noise levels.

A county noise ordinance that I would very much like to see is an ordinance that would remove from public assistance for 1 year anyone who has been the cause of a noise complaint resulting in a police visit on three occasions, no time limit. We have people in the bush here with a lot of time on their hands who are using state assistance to wage war against their communities with powerful sound systems. That needs to have some sort of consequences other than endless visits by the police to politely ask them to stop.
