Obviously that doesn't apply to residents, because they have little choice. So, are tourists being told where the mosquito-ridden areas are? If not, how do they avoid them? It neither tourists or locals are being told, then I suggest camping near the VIS on Mauna Kea. No mosquitoes there (but there might be ants). But then you might be arrested come Dec 3rd.
Always good to get solid advice from the authorities with no ambiguity.

I contacted the makers of Repel about the lack of product availability and explained that they should consider sending product via air, directly to The Big Island due to the Dengue Fever outbreak. I guess they just don't care? Here is their response:

In all fairness, most of the media is on Oahu, so if they wanted reporters to show up that would be the place to hold the press conference. If the CDC people stay on Oahu, or spend most of their time in the DOH offices, we will really have something to complain about.

The technique involves releasing male (nonbiting) mosquitoes that have been bred with a gene that causes the death of the larvae hatched from eggs fertilized by these males. Authorities in the Cayman Islands concluded that this technique not only had fewer health risks than spraying, but was also more cost-effective.

Have we heard from any government body in Hawaii about following Florida in asking for a test permit for the GMO mosquito?

The GMO mosquitoes are really win-win. The little biting bastards have caused at least 15 bird extinctions and continue to wreak havoc on the ecosystem. The larvae aren't a part of the natural food chain as they are in other regions of the world because mosquitoes were imported. Eliminating them doesn't have any down sides.
