I have heard of petitioning a government, but a business? To open a store? Can't hurt, I guess...
I would love an east side Costco as much as anyone, but do you really think the number-crunchers at Costco don't know when it's time?
Or perhaps they have already tried (old rumors of Costco at Keaau) and said screw you to their possible non-welcome by the powers-that-be...? As has been mentioned before, sales at not only the west side Costco, but many Hilo businesses would be threatened by an east side Costco. Those businesses wield some power...
And, as an aside, why don't people hate on Costco like they do Walmart? Yes, probably every statistic (bennies, pay, China-origined, etc.) is better at Costco compared to Walmart, but it's the same deal in terms of hurting established businesses, no? Still the same overseas fossil-fueled supply line supplied big box store?

We had a Costco membership when we moved here. We went and stocked up the day we arrived, and have never been back since.
I might go to a local Costco, but travelling to Kona doesn't work for me.

I would go to a local Costco bc I don't drive to Kona. I've been w/friends to Kona Costco who make regular runs there - day at beach, then Costco run. Not for me. BUT would def go if one were here. My understanding is that Costco in Kona is supported by east islanders and would suffer if they built one here. Then again, they'd gain a slew of new customers on this side, like me. Like Kirt, I'm sure they crunch those numbers! Target did. I wouldn't be surprised if they decide on building here within next 5 years. The population is only growing.

My opinion is that Costco is not going to come here in the foreseeable future. Die hard Costco shoppers will make the drive to Kona. Costco knows that.
Sam's Club could happen. Or maybe if Sam's Club showed serious interest Costco would change their mind.
When the bowling alley was closed and mothballed I looked at all that juicy real estate that was the bowling alley, Cost-U-Less and those big parking lots and thought, if they bulldozed them both that could be a Costco. A Costco smack dab in the very center of the island's population center. Half the stuff that Cost-U-less sells is trucked over from Costco and marked up. Get rid of the middle man...

As I recall, Walmart tried to build a supercenter and a Sams Club in the lot where Target built. This was probably in 2007-08. The county council passed an ordinance limiting big box stores to a size and number of items that only Walmart exceeded. The lot was in homelands property so the ordinance did not apply. Walmart decided not to build anyway because of the opposition and the financial crisis.

Costco employees receive a decent living wage and are otherwise treated well. Wally World rank and file make close to starvation wages, and are treated like drones. The CEO of Costco makes a modest income, though he could be making the obscene income of the greedier CEO's. Costco employees don't hate their employer.

You simply cannot compare Costco to Walmart. They are completely different business models.
The typical Walmart worker would most likely, never be hired to begin with, at Costco. With that in mind, isn't Walmart doing us all a big favor by hiring people that are:
a. New to the workforce
b. Otherwise unemployable by higher-end businesses
c. Giving those same people a chance to learn and move up
PS - You mentioned CEO pay. Base pay is a small portion of it. Here are the facts on Costco's CEO TOTAL compensation:

Many Costco employees also work at Home Depot in a six month on one until "seasonal" layoff, then roll over to the other and round and round they go over on the mainland.
