Do the Obamas' dogs have to go through quarantine

As long as they're vaccinated and their rabies antibody titers are checked, they can probably go right through.

We have friends that bring their dog from Germany every year. It seems like if the rules are followed it isn't terribly difficult.

I believe germany to be on the list of rabies free countries - importation or exportation of a dog is no problem.

How does the State of Hawaii handle dogs that are on board an aircraft offering "emotional support" to arriving passengers? These people claim that emotionally they simply cannot be separated from their dogs.

I am under the impression that all working dogs, as well as medically needed dogs are subject to the same import rules.

It shouldn't be too difficult for the President of the United States to get his dogs to qualify for the HDOA requirements.
As pt noted above, he's got people. With the thousands of professionals he delegates to take on ISIS, the federal budget, etc, it shouldn't be difficult to find someone qualified to look after the dogs. And as we all know, a position in the federal government requires making sure the paperwork is in order. Especially if you enter the White House on a regular basis. Otherwise, the dog nanny's gonna be out of a job, left to fend for himself on the runway at Hickam, and stuck with his new Hawaiian nickname, "Kimo TMT."
