A committee spawned by the 2008 PCDP has just finished their three-year report on "how the 'private' subdivisions aren't connected". Now this report goes to the Council, which might accept these "recommendations" (even though "no funding sources have been identified") for possible future action.
Until then, just keep driving out to the highway when you need to visit the next subdivision over... gotta keep it country and all that.

Actually, there is a great deal of support for connectivity, if only for safety.
For instance, there is only one road in and out of many subdivision. If there were a fire that blocked that road, people would be trapped.
Also, it's easier to skulk on a dead-end road than one with traffic moving through.

Multiple in/outs of a subdivision reduces the amount of traffic that would have gone thru a single point of entry/exit.

There is only one road in/out of lower Puna, and that seems to be perfectly acceptable.

Exactly -- but I'm thinking linked subs will be more likely to get past the NIMBYs who don't want the alternate route running through "their" backyard.
It's still an illegal improvement of "privately owned" roads, violating County's own rules and laws on the subject, but whatever.

alternatively - fix what you can when you can. you wait on an alternative route in/out of puna - you're gonna be waiting a long time.
subdivision connectivity is important. it can be accomplished much more easily and cheaply than an alternative route (old volcano hiway already connects fern forest, eden roc, kopua farm lots, fern acres, hawaiian acres and orchidland - it just needs to be cleared and prettied up a little bit.
subdivision connectivity will lessen the demand for the main arteries.
now if they would just zone a convenience store along old volcano hiway in front of each subdivision.....

just got back from the meeting and it was a long one. The report was very comprehensive and now will move along to the county. They are already doing feasibility studies on certain roads. The first priority are those subdivisions that only have one road in such as farm lots, eden roc, fern acres. The county has already committed the funds to the latter. Lower puna has a main road of Hwy 130 but there are many ways around this road if blocked in some portions. But the committee is recommending that the money spent on railroad not go to waste, that all roads need to be open at all times. They are going to be reaching out to each affected subdivision. There is always room for input at these meetings. the more you get involved the less you will be surprised by something you don't like... This is a long time coming, and this all predates the lava flow and the hurricane (that wasn't) but is still a good start.
