"I can't confirm or deny that, since there are many examples of federal funding being used for maintenance on parallel routes -- such as I-80 and I-70 which both connect in Los Angeles and elsewhere. Decisions about how federal funds are to be used are generally up to the states but I am not aware of anything that would validate this claim."

I would be very skeptical of anything FHWA says given that I-70 ends in Utah where it intersects with I-15.
But I digress...

Might be worth noting that we don't have "Interstate" highways on this island; the rules may be different based on exactly how the Federal dollars are spent.

All Federal- aid highways are treated the same. It doesn't matter if its a interstate highway or something else. I spoke to my contact at HDOT, and he told me there is parrallel Federal-aid highways in the state of Hawaii.

Nor are these the only two landowners; PMAR also crosses some State land, among others.
I often wonder why Shipman wouldn't want a PMAR with C-zoned frontage -- that property would be worth far more than the current "conservation" or "ag" uses.

I'll point out, again, that HPP has a "development plan" that includes using the 20-acre parcels for "neighborhood commercial centers". This plan is 20 years old; the various goals have been brought forward into the PCDP, now 8 years old. I realize that nothing happens overnight, but we really should have more to show than endless "studies" and "working groups"...

Yes -- as long as all new residents also telecommute, the congestion won't get any worse. Of course, that only helps for the properties that can get broadband... everyone else will be sitting in traffic... ain't progress great?
I have a copy of the HPP master plan dated 1974 that shows detailed plans for a park and a significant retail center at 25th & Kaloli*...
*This is HPP undeveloped parcel on the Kaloli side of 25th, between K > P, I laughed hysterically at that goofy pic of Gregor standing in front of the parcel announcing a park coming soon, been hearing that a couple times a decade for 40 years

I was using the more recent 1997 master plan ... which also calls for retail/commercial, parks, schools, etc. to be located inside the subdivision. (One could also refer to the PCDP, which suggests the same idea yet again.)
It's funny (not) that the original plat left room for these things -- same with Nanavale -- one big reason their vision of a shopping center failed was (act surprised) there's not enough road to carry the truck traffic necessary to stock a retail store...
