Where Billy goes wrong is not in underestimating those around him during his bad behaviors, that's how a criminal thinks. It is in his wide variety of bad choices resulting in bad/criminal actions.

The Mayor has a staff of really talented people who are suppose to know the job and who get paid almost as much as the Mayor to keep him out of jail. Billy corrupted them too. Nobody thought they had to follow the law. Just follow Billy. Billy the Goat Kenoi. We should stop electing our pubic officials as if we're holding a beauty contest.
Bottom line is that our Mayor has a visible and noticeable drug/alcohol problem. I suggest that Billy check into rehab and get some help. As time goes on it becomes abundantly clear that the County Council and the Ethics Board have failed the people by refusing to do their duty in exercising their right to investigate the Billy Kenoi pCard matter.
That is the exact truth. Very well stated RJ.

The Council (or someone else) could give everyone immunity to testify, then discover no one can be prosecuted because everyone has immunity. Everyone takes the fifth, no foul no penalty. It seems to be working on the Federal level.

RJ should know that the Charter doesn't assign the council any role in impeachment or recall of the mayor. It's nothing like the process in the US Constitution. The people elected him and only the people can remove him. Efforts to gather those signatures in accord with the Charter (Article XII, go look it up) were unsuccessful. Margaret's resolutions would not have accomplished anything, legally speaking. Council only had the information that was reported in the press. We will know a lot more soon.

I may add, that his getting elected falls square on the face of those voters who were more enthralled with his charisma than his actual persona. I will never forget one Monday morning I was walking down Honoli'i with a lady who had hosted his campaign at her home. We came across Billy toweling himself after surfing and pleasantries were exchanged, as we walked away I looked at my watch and being 9:30 am I jokingly asked if he shouldn't be at his office like his employees, at which my friend replied: I should have paid more attention to his past and not his Colgate smile

Section 5-1.6. Removal of Mayor.
The mayor may be removed by impeachment or recall proceedings as provided by this
charter.

Section 12-1.1. Recall Procedure.
In addition to impeachment procedures, any elective officer may be removed from office
by the voters of the county. The procedure to effect such removal shall be in accordance with
this article.
In looking at these sections of the
Hawaii County Charter it says
impeachment or recall. As a novice this is where I got confused. The “or” led me to believe that there are two avenues for removal of the Mayor. There are, impeachment or recall. These are two different actions and yet they both require the collecting of signatures from a percentage of registered voters. Impeachment is a legal process which involves the circuit court accompanied by a complaint from 2% of the registered voters and recall is a political process which involves the County Council and a complaint from 25% of the registered voters. After seeing the lack of support for Margaret Willie's idea for pursuing impeachment I now settle back in quiet resignation and sing that old Doris Day song, Que Sera Sera - Whatever will be, will be. So your right, Petard, I should have known the difference and now I do. Mahalo for the correction, my bad. You learn something everyday.

At this point I don't doubt you could get well beyond 2% and 25% for a recall. If there was enough time it would be worth the effort just so Hawaii County taxpayers wouldn't get stuck with funding Billy's retirement.

Do you really believe so? What could we do to make it happen?
I feel like you do. I don't want to pay Billy one red cent once he's out of office. I'm pissed that we have to pay his salary right now.
